This is one of the numerous custom dragbars that you can use to move TP around the screen. Take a look at Related Issues / "Known Problems" on the left for a note on the dragbar/closegad/etc customs gadgets - not really a problem, but it doesn't help the cosmetics of TP when they are being selected.
